The Technology Tree is accessed from an open Inventory, press the Book symbol> 
then “Technology“. Here you can unlock Building pieces and craftable items which will require looting components, making them and/or leveling certain Skills.
Zoom In/Out and click on an image to get the requirements to unlock it.
